Cape York Traditional Owners Hit Back After Noel Pearson Labels Them ‘White Puppets’


The comments, made in a recent speech, have provoked an angry response from those opposed to the historic and controversial ‘One Claim’ Native Title application. Shannon Power reports.
No man or woman can speak for another person’s ngaachi (land) is the message a disgruntled group of Aboriginal people in Cape York have for Noel Pearson after he claimed they were puppets for a “white organisation”.
Mr Pearson accused members of the recently formed Cape York Alliance (CYA) of holding back their people by challenging Australia’s largest ever Native Title claim.
The One Claim was lodged in December last year by the Cape York Land Council (CYLC) and includes all areas of Cape York not yet under Native Title claim, which covers about 14.6 million hectares of land.
Using an oration at Marist Youth Care in Brisbane on Monday night, Mr Pearson likened members of the CYA to ‘crabs in a bucket’ and said the One Claim was crucial to development in Cape York.
“Instead of doing a piecemeal claim, which may take 60 years to complete, we’ve lodged through the rest of the Cape, which we hope can be solved through negotiations in the next five years,” he said.
The CYA was formed “a couple of months ago” to ensure Traditional Owners had more of a say in the decision making process on issues relating to their land and are adamant they’re not against Native Title.
“This is not about vendettas or a witch-hunt,” said CYA chairperson Don De Busch.
“We haven’t done this to come and align to the right and be a hindrance to the progress of Indigenous affairs in Cape York.
“Every single one of us has a right to ask for transparency. Like they say: ‘there’s nothing about you, without you’.”
One Claim isn’t the only thing on the CYA’s agenda but Mr De Busch said there had been some issues in how the CYLC went about engaging the people of Cape York about the claim.
“Just because they sent out letters and had authority meetings doesn’t mean they have a right (to lodge the claim),” he said.
“A lot of people haven’t been spoken to and were left in the dark about this.”

Mr Pearson also accused the CYA of being the puppets of “white organisation” Cape York Sustainable Futures (CYSF), former LNP member for Cook David Kempton, and Federal MP Warren Entsch. He accused Mr Entsch of having an “agenda” which had always been opposed to Native Title.
“Pearson’s speech insinuates that us mob are just dumb blackfellas, that we’ve been led astray or brainwashed by Entsch and CYSF, when in actual fact we’ve led this because we the people of Cape York… ask for accountability and Pearson refers to us as black trackers,” De Busch said.
“He is the one always talking about our right to responsibility and self-determination… this is for the people of the Cape to have a voice to be able to stand up and say we want something different and better and not be bullied and intimidated.”
Traditional Owner Jack Wilkie-Jans from Mapoon in Western Cape York and Deputy Chair of CYSF warned blanket land claims could be used to ill effect when it comes to political and economic leverage.
“Nobody should have access to that much power over the needs and future of their fellows,” he said.
“It’s important to look at how the Claim One was used to roughshod economic development.
“All Native Title claims give way for an Indigenous Land Use Agreement (ILUA) process to negotiate on any land use of traditionally owned land both either under claim or determined.
“The work on the Peninsula Development Road (PDR) upgrade was considered ‘land use’ and so under the ILUA process of Claim One, the negotiations between the CYLC and the Queensland Government were done in secret, under “Commercial in Confidence” and essentially put the companies nominated by the CYLC ahead of everybody else.
“Apply this to anything, any road, any farm, any mine, any bridge or dam and you will see how concerning this is for the wide-spread economic prospects of those not held in favour by the CYLC.”
Liberal backbencher Warren Entsch, whose electorate Leichhardt includes Cape York, dismissed claims he engineered the CYA’s decision to dispute the One Claim.
“[Pearson] is belittling his own people, suggesting they don’t have the intellect to speak for themselves,” he said.
“I knew nothing about this until I was invited by the Elders… I was asked to be involved.”
Mr Entsch said the majority of Traditional Owners in Cape York were against the One Claim and the solution was to give people the chance to express their point of view.
“I’ve raised this before that you can’t assume the Indigenous wisdom is with one unelected Cape York leader,” he said.
However, Mr Entsch’s state counterpart Cook MP Billy Gordon is wary of his and David Kempton’s involvement with the CYA.
“It’s no coincidence that Kempton and Entsch are protagonists at a time when Native Title is the cornerstone of any engagement for progressing Traditional Owner interests in such projects as agriculture, land clearance, mining and the PDR,” he said.
“I’ve been on the public record as saying Native Title is not a hindrance to development social or economic and I stand firm on that view.”
Mr Pearson and the Cape York Land Council have both been contacted for comment.

Amendment C191 to the Ballarat Planning Scheme proposes to:
  • Rezone the land from Public Use Zone Schedule 5 (Education) to the Mixed Use Zone
  • Rezone the road reserve to the west from Commercial 1 Zone to Mixed Use Zone and remove the Heritage Overlay (HO176) from the road reserve
Planning Permit application PLP/2014/829 is for a:
  • Six lot subdivision
  • Staged development of four multi-storey residential apartments
  • 19 townhouses
  • Four office and retail units with 2 associated residential apartments
  • Waiver of carparking and creation of an easement

Miss Eagle's comments:
Could people please have a look at this and comment. I am not alone in thinking that this is over-development of the site. 
Access to historic St Paul’s will be severely affected. The Fire Station will have its views impeded, the Dean’s House at the back of St Paul’s will be overshadowed. Many houses that have their vehicle entry off St Paul’s Way will be affected and there is no visitors' parking on the site. My guess that St Paul’s Way will become untrafficable on a regular basis and houses and St Paul’s will be affected. 
I believe that perusal of the block by council officers was never undertaken at the time of maximum usage at St Paul’s – and it will be too bad when there is a huge funeral!!!

Thank you very much Rebecca.

I have been doing a uni course at UTAS on 'Issues in Environmental Law'
and am referencing the 2009-2010 version. What I have been learning is
very very troubling to me and to the rest of the community, who believes
in public participation to ensure that our environment is not bulldozed
for the sake of development, profits, lobbying by mining companies, all at
the pleasure of local, state and federal governments in their constant
quest for power.

It is time to include a 'Environmental Legacy Act' in Commonwealth
legislation that ensures that future generations are not compromised by
the actions of the present selfish, self-centred generation of
short-sighted, power hungry politicians, miners, foresters, farmers and
others with short-term profits their only driver. Looking around at QLD,
Victoria, NSW, WA, I am seriously concerned about the lack of will by
these specific politically motivated governments to protect or natural
ecosystems and biodiversity dependent upon them in any manner at all. They
give lip service to matters and relegate environmental laws to "green
tape" and constantly change these laws so they no longer can be recognised
as complying with Federal responsibilities under International agreements
as well as the demands by my community of Australians who believe that we
have a right to a healthy and vibrant environment and that this is
supposed to be reflected in laws of the land.

People such as Campbell Newman, Barry O'Farrell, Barnaby Joyce,
Christopher Pyne, Tony Abbott, Bob Katter, Colin Barnett, are short-term,
illogical thinkers, motivated by a self-centred drive to gain power at any
cost and who put in jeopardy what we the people believe to be matters to
be protected, in this case our natural environment and specifically our
biodiversity. Land clearing, water usage, cattle, hunters, miners,
prospectors, loggers, developers in our National Parks is totally
unacceptable and must be stopped immediately.

It is a known and acknowledged fact that Australia has the highest rate of
extinctions in the entire world. Th MDB and the GAB is threatened
continually by vested interests and water laws that fail to meaningfully
address the issues of environmental degradation and biodiversity loss.
Victoria has cleared the most land, there is still logging of old-growth
and regrowth forests instead of recognition of their value as carbon
sinks, there is constant pressure on our catchments both above and below
ground and the related contamination, from unregulated extractions by
mining companies and illegal grab of water when we know full well that
Australia is the driest continent on earth! e.g. Allowing mining water to
be released into the GBR though knowing full well it is ALREADY threatened
is another example of lunacy.

Climate change will impact Australia most out of all the places on earth.
Mismanagement by governments and vested interested politicians, business,
industry, urban areas is a comedy of errors that has disastrous
consequences for the ext generation.

It is time that we take an rigorous accounting of our resources, this
includes our biodiversity, our ecosystems and drawing up three columns in
a book. One column is the amount of resources we have, another is the
amount to be put aside, and another the amount never to be touched.

We need to return to proper, rigorous community involvement in our
environmental laws, we need open and transparent discussions, we need
information that is out there, we need properly funded scientific info to
inform us all and not rely solely on computer generated figures or
scenarios, we need to be able to hear what other people say because that
is how we learn!

I am very very angry about governments, specifically politicians and
administrators' lack of will to protect our environment.I am getting tired
of vested interest groups continually branding anyone who wants to protect
our forests, rivers, GBR, Tarkine, whales, marine areas, etc as radicals
and lunatics, and them getting a pat on the back from decision-makers who
obviously only care about the next election result! I am sick to death of
them changing laws when challenged in court then going back to challenge a
decision that was right the first time.that should never be allowed.

Plenty of examples of law altering going on at this very instance in
nearly every state and even the Commonwealth which wants to pass off its
obligations regarding the administration of the EPBC Act back to lazy,
self-serving states who just want development at any cost. e.g. GRB and
all the proposed coal terminals and shipping increase of more than 11,000
thru the GBR World Heritage Area, complete lack of will to protect the
Tarkine Wilderness, gas hubs along WA's pristine coast, CSG mining on all
lands in ALL states no matter the impact on people and water, the
continued logging of old-growth forests by calling it "thinning",
prospecting which is another name for mining. EG Wielangta case, Gunn's
pulp mill case, dredging of Gladstone harbour, dam building on the Mary
river, the Burnett River, proposals to pipe water from one catchment to
another, build yet another dam, draining of wetlands, inability of
government to protect Ramsar wetlands from vested interests. The worst is
government's inability to address the very real terrors of global warming
which is already on its unstoppable way to 2% warming.

So you can see why I am interested in the report!

The Australian Council of Social Service today welcomed the announcement of the formation of the Australian Civil Society 20 (C20) as an integral part of the program for Australia to host the G20 in Brisbane later this year.

“This is a good move by the Prime Minister and a major step forward in ensuring community voices are heard at the highest level,” said ACOSS CEO Dr Cassandra Goldie.

“As the national peak body for Australia’s community welfare sector, ACOSS is delighted to be part of this group’s steering committee that will go a long way to strengthen the role of civil society in public policy and decision making at the international level.

“This is recognition of the crucial community groups play in the fabric of Australian society and will leave an important legacy of formalising engagement of civil society in G20 proceedings, with past events held in Russia, South Korea, France and Canada.

‘No longer are the big decisions that are made on the global stage solely the domain of Presidents, Prime Ministers and Finance chiefs. Civil society is now firmly part of this process to make sure decisions are more reflective of the community’s wants, needs and aspirations.

“It is also an important opportunity for Australia to engage with global institutions and organisations on issues such as poverty and inequality, and the processes that are necessary to address these social issues that affect all countries.

“ACOSS welcomes the announcement that Reverend Tim Costello AO will chair the Australian C20 and looks forward to working with him, and alongside the leaders of the National Congress of Australia’s First Peoples, the Australian Council of International Development and others in ensuring the views of civil society is truly represented at this important forum,” Dr Goldie said.

Save Bimblebox Nature Refuge from Clive Palmer's predation - Say no to his massive new coal mine in the Galilee Basin





Dear Bimblebox Supporters,

You may have heard that Clive Palmer’s Waratah Coal has put out its Supplementary Environmental Impact Statement (SEIS) for the China First coal mine*. This mine would destroy Bimblebox Nature Refuge. We have until Monday (6th May) to put in submission on the SEIS.

After a mammoth effort late in 2011, together, we managed to get almost 2000 submissions in to the Coordinator General, and sent a clear message to the Queensland Government that mining on a Nature Refuge is not acceptable. Many of you may agree with us that a coal mine of this scale is not acceptable anywhere.

Over the last couple of weeks we have done our best to trawl through more than 4000 pages of SEIS and pull out the key issues we need to highlight to the Government. We now have 5 days to get this brief summary submission out to everyone in our networks and show our politicians the breadth and depth of support for Bimblebox and concern about this disastrous mine.

Say no to Clive Palmer's massive new coal mine

Billionaire Clive Palmer is still pushing to get approval for his proposed China First coal mine.* 

If allowed to go ahead, this project will destroy the Bimblebox Nature Refuge, impact on our precious groundwater resources and help open up the whole Galilee Basin to more coal mines.

Over the life of the mine, the coal from the China First project will generate greenhouse gases emissions equivalent to nearly four years of Australian total annual emissions! It would need to be transported over farmland and shipped through the Great Barrier Reef Marine Park.

While the owners of the mine stand to make large profits, it will have negative economic impacts on other, more sustainable, industries.

Public comments on the China First Supplementary Environmental Impact Statement are due May 6th.  Add your voice to those calling for this project to be stopped.

Call to Country ... it's also a call to care for country

Today we have launched our Call to Country. It's a call from the heart of this country, from us, the people who love it, to demand real action to restrict inappropriate coal and gas mining.
Our new mapping shows that 437 million hectares of our land is covered by coal and gas licences or applications. That's more than half of Australia and an area 18 times the size of Great Britain. Even our greatest international tourist icons are not safe, with at least 11 of our 16 National Landscapes at threat.

Today, our Call to Country will be plastered to the window or pinned to the door of almost every federal electorate in Australia. But this is just the beginning.

We're asking you to take our Call To Country and meet with your Federal Member of Parliament. Our Federal politicians have shirked their responsibilities for too long - but they have the power to actand now they need to use it.

We are calling on our federal government to:

1. Put in place an urgent moratorium on coal seam gas and other unconventional gas mining.2. Create no-go zones to protect productive agricultural land, national tourism icons and all residential dwellings from coal and gas mining.
3. Strengthen the Federal environment laws to exclude coal and gas mining from important water sources, cultural heritage sites and sensitive environment areas.
4. Put in place national standards on coal and gas pollution and enforce compliance.
5. Stop using taxpayers' money to provide handouts to big coal and gas corporations and make the miners pay their fair share in taxes.
6. Reject current development proposals for coal ports, mega-mines, dams and unconventional gas wells in significant areas.
7. Conduct research into greenhouse gas emissions from mining and make sure they are properly accounted and fully paid for.
8. Hold a Royal Commission to investigate the management of coal and gas resources by all Australian governments.

Gautam Adani, owner of the largest port in India's private sector, saw his wealth fall by $2.3 billion as shares of his Adani Enterprises tumbled by 40% in the past year. His $7 billion (revenues) Adani Group, which is among the country's top power producers, also owns coal mines in Australia, Indonesia. To prune debt, it is selling its stake in an Australian coal terminal to Adani's family though price is yet to be determined. Losses also mounted at Adani Power, listed power unit, largely due to soaring coal costs. Group's port arm, where son Karan works, was reportedly among those denied security clearance to bid for certain ports. It has appealed to the government to review its case. In another setback, the government cancelled Adani's 4500-acre special economic zone citing alleged violations of certain rules.
